Brief Role Description

The Ops Permitting Manager leads Electrify America’s permitting strategy by providing technical, regulatory, and organizational leadership across all stages of the permitting lifecycle. This role is responsible for establishing, tracking, and reporting monthly and quarterly permitting KPIs for both Design-Build (DB) Partners and the EA Construction team to ensure that site development progresses at a predictable and steady pace from initial drawing creation through permit submission, review, and approval.

Leveraging a deep technical understanding of permitting workflows, jurisdictional requirements, engineering plan review processes, and utility-related permitting dependencies, the Ops Permitting Manager will identify risks, delays, and bottlenecks early and implement proactive mitigation strategies. They will coordinate closely with DB Partners, the EA Design and Construction teams, and the Project Management Office (PMO) to ensure all permitting packages meet jurisdictional standards and align with Electrify America’s deployment schedule.

 

This role also serves as a key escalation point for permitting challenges nationwide. The Ops Permitting Manager partners closely with the Government Affairs team to escalate permitting delays, resolve regulatory barriers, and engage with Authority Having Jurisdictions (AHJs) to ensure timely review and approval of plans. The individual will intervene directly with permitting departments, inspectors, plan reviewers, and regional authorities when schedules require executive-level attention. They will prepare executive summaries for EA leadership outlining permitting progress, schedule risk, jurisdictional issues, and recommended escalation pathways.

 

The Ops Permitting Manager plays an essential cross-functional role within the organization by supporting site readiness, improving national permitting consistency, and ensuring that permitting performance aligns with EA’s broader deployment strategy across the United States.

Possible Tasks within this Role

Permitting strategy, relationship development, and operational leadership - 60%

  • Lead all aspects of permitting strategy, planning and operations for Electrify America’s growing national network and commercial projects
  • Act as a source of expertise on all permit related processes including planning, application, design, construction and entitlements.
  • Develop relationships with senior management at regulatory and compliance agencies at the local, state, and federal levels. Lead regular meetings, calls and business reviews with design-build third parties to ensure timely processing of all Electrify America sites and services.
  • Prepare executive summaries for Electrify America’s leadership on permitting processes, schedules and key concerns for escalation to executives.
  • Act as a subject matter expert by interpreting and enacting permit requirements and processes accurately and clearly for the company and acting as a key representative within the broader industry

Management of permit application oversight and enforcing coordination – 25%

  • Manage ongoing permit-related operations of Electrify America charging sites including acting as primary contact between developers, contractors, and government agencies.
  • Lead central coordination between all major regulatory authorities and the Site Development and Construction field team.
  • Coordinate cross-functionally with Government Affair’s and Energy Product teams to expedite approvals, establish schedules, and identify key concerns for escalation.
  • Arrange and attend meetings with AHJ staff

Support for project execution and documentation of processes – 15%

  • Develop training materials for Project Management staff to use for the successful communication of project scope to AHJ staff
  • Maintain detailed records of permits, inspections, and approvals
  • Support development initiatives by ensuring timely permit approvals and providing guidance to project managers on compliance risks
  • Support the successful transition of approved sites to the construction strategy operations team for ongoing management and development initiative.

Qualification requirements

Years of Relevant Experience

  • 7 - 10 years’ experience in site development project management and permit coordination.

 

Education – Required

  • Bachelor’s degree in civil engineering, construction management, policy, or equivalent work experience

  • Project management across all phases of the project lifecycle, especially from drawing creation to permit approval

  • Previous experience working with local, state, and federal level authorities with general permitting processes
  • Extensive knowledge of permit requirements for infrastructure as it related to EV charging and related equipment
  • Understanding of EV Charging ecosystem (manufacturers, installation companies, and related utilities and agencies)   
  • Ability to maintain meticulous records and attention to detail when reviewing applications for accuracy and completeness

 

Specialized Skills – Desired

  • Experience permitting EV chargers, battery energy storage systems (BESS) in U.S
  • Experience permitting commercial developments in southern California, east coast, or major metros of U.S.
  • Experience permitting commercial retail uses with drive-thrus, gas stations, or other entitlements (e.g., QSR)
  • Certified permitting specialist or industry-specific compliance certifications
  • PMP Certification
