Brief Role Description

The Civil Designer and Estimator will support Electrify America’s full design lifecycle—from initial development of conceptual site layouts and construction estimates to review of construction drawings and bids.

 

This role drives the pipeline of EVCS construction projects through leading the construction-related proposal deliverables for new commercial program and grant funding opportunities. This role will support Request for Proposals (RFP) responses by providing construction cost estimates, site plans, schedules, supporting AEC supplier information, and any other construction-related deliverables. This role will be responsible for ensuring RFP response deadlines are met and a competitive package is submitted. The Civil Designer and Estimator should be able to understand RFP requirements, and identify supplier partners with appropriate qualifications and pricing to submit a compelling RFP response. Other than RFPs, opportunities for new commercial customers will also be supported by the Civil Designer and Estimator who will develop construction budgets and site plans using AutoCAD or Bluebeam as needed.

The role will utilize construction estimating software RS Means to develop pricing. The Civil Designer and Estimator will develop estimating templates and tools for the overall construction project managers to utilize. As needed by the construction project managers, the Civil Designer and Estimator will review vendor pricing for projects and construction change orders to verify fair market price.

 

The Civil Designer and Estimator will be capable of interpreting grant requirements as they relate to site development, developing response materials for grant applications, and administering grant requirements to construction vendors and Project Development Managers. The role requires a high level of policy reading and cross function communication with the Incentives and Field Team to ensure grant requirements are met during the application and implementation stage.

 

The Civil Designer and Estimator will work closely with the Operations Design Manager to develop drafting standards, and AutoCAD custom tools to deepen the organization and efficiency of the design team. The Civil Designer will create site plans, as well as review supplier-produced site drawings to confirm cost efficacy of designs and adherence to Electrify America’s design standards. Other duties include researching due diligence requirements that affect site layouts, and incorporating land surveys (including title) into layouts.

Possible Tasks within this Role

 

  • Leads construction team deliverable for RFP responses (20%)
  • Creates construction budgets and estimating tools. Analyzes vendor budgets and change orders to verify fair market pricing (20%)
  • Create site drawing layouts for Real Estate Team (20%) supporting Electrify America owned and operated network
  • Review construction drawings at the CD50, CD90, and CD100 stage (30%)
  • Interpret construction-related grant application requirements and prepare deliverables to submit for grant funding (5%)
  • Communicate construction-related grant requirements to project managers (5%)

Qualification requirements

Years of Relevant Experience

  • 4+ years of relevant experience in site planning, civil design, construction document development, construction estimating, or related fields.

 

Education and Certifications – Required

  • Civil or Mechanical Engineering bachelor's degree
  • Engineering In Training (EIT) certification
  • Professional Certificate in Construction Estimating (PCSE) or equivalent work experience

 

Education and Certifications – Desired

  • Civil Engineering bachelor's degree
  • Civil Engineer Professional Engineer (PE) certification
  • Certification of competency in RS Means, Microsoft Project, Bluebeam, Excel, or similar software
  • Project Management Professional (PMP) certification
  • Association of Proposal Management Professions (APMP) certification or equivalent work experience

 

Skills

  • Advanced site design skills. Minimum 3 years producing site layouts in AutoCAD. Ideal candidate will have minimum 3 years using AutoCAD Civil 3D to create civil drawing plan sets. Preferable experience is creating layouts for commercial retail site layout applications.
  • Advanced site design skills using AutoCAD Civil3D, including ability to grade sites to meet ADA requirements.
  • Experience using Bluebeam to create and edit drawings
  • Experience designing sites with new electric service is preferred
  • Experience performing QAQC of site civil drawings
  • Understanding of how site design informs project utility and construction costs. Ability to recognize design efficiencies and cost adders.
  • Construction estimating capabilities, preferably using RS Means
  • Design and construction supplier evaluation capabilities
  • Understanding of incentive funding impact on construction project schedules and timelines
  • Creating compelling RFP responses for site development projects
  • Ability to create renderings or graphic illustrations of site improvements
  • Demonstrated ability to meet project timelines
  • Understanding of customer needs
